Flood damage level matters – it determines not only the scale of the damage, but also the cost, risk, and speed of recovery. Whether you’re a homeowner, property manager, or a business owner, roughly knowing how minor, moderate, or severe flood damage affects the restoration process is critical for effective planning, accurate communication, and efficient recovery.
The UK’s Environment Agency maps flooding to determine the risk of flooding throughout the UK. Currently, 6.3 million properties stand the risk of being flooded in the UK. But how do you determine whether the flood is minor, moderate, or severe?
Minor flooding (less than 30cm of surface water):
Causes soaked carpets, low-level skirting and superficial damp. Generally grey water, clean-up can usually be completed within a few days.
Moderate flooding (30–60cm of surface water)
Involves soaked insulation, lower wall damage, possible loss of floorboards. Mobile furniture submerged; water may carry debris.
Severe flooding (over 60cm of surface water)
Significant structural damage, electrical and plumbing exposure, mould risk, possible black water contamination. Restoration becomes extensive.
Minor / shallow flooding:
Moderate flooding:
Severe flooding:
Timely interventions accelerate recovery: acting as soon as possible will reduce the level of long-term damage and the possibility of mould growing after.
Floodwater often becomes more hazardous as depth increases. At minor levels, contamination tends to be relatively low (clean or grey water). At moderate to severe depths:
Elevated risk of black water (contaminated sewage, toxic chemicals)
A study by The Environment Agency estimates total economic damage from floods across England and Wales at around £708 million for incidents from 2016–19. The difference in restoration cost between minor and severe events can be staggering:
|
Flood Level |
Typical Restoration Cost |
Estimated Restoration Timeline |
|
Minor (Below 30cm) |
Low – from a few hundred to £2k |
7-21 days |
|
Moderate (30–60cm) |
Medium – often £3k–£10k |
7-30 days |
|
Severe (60cm) |
High – often £10k–£25k |
Several weeks to months |
Properties deeper than 60cm often require structural work, replacement materials, and professional mould and contamination services. If you’ve suffered from a flood, it’s possible your insurance might cover the restoration costs. If you need help navigating insurance claims, please see our advice on insurance claims.
However severe, we’d always recommend opting for a flood damage restoration partner to help restore your home or business as close to it’s original condition as possible.
